(1) The Council shall be a self-governing and organized body with inalienable succession (2) The Council shall have its own seal for all business proceedings.
(3) The Council may acquire, enjoy, sell or dispose of movable and immovable property as well as in any other manner.
(4) The council may file a complaint in its own name as well as a person and may also file a complaint against the council in the same name.
